Mr. Sproat

asked the Lord Privy Seal (1) if he will make a statement on the meeting of the scientific forum, beginning on 18 February, in Hamburg, convened under the Helsinki agreement;

  1. (2) if he will list the members of the British delegation to the scientific forum, convened under the Helsinki agreement, starting on 18 February in Hamburg; and if he will give the estimated cost of this meeting to British funds;
  2. (3) if he has consulted or will consult his European Economic Community partners in order to co-ordinate with them, and with the United States of America, a joint approach over raising the question of imprisonment, exile, or harassment of Soviet dissident scientists, such as Professor A. Sakharov and Mr. Y. Orlov, at the opening plenary session of the scientific forum in Hamburg on 18 February.
  3. (4) what advice he has issued to members of the British delegation, including the Foreign Office reprsentative in that delegation, to the scientific forum in Hamburg starting on 18 February, convened under the Helsinki agreement, regarding the making of public representation to the Soviet Union delegation to the scientific forum over the treatment by the Soviet authorities of Soviet scientists,
