§ Mr. WhitelawCosts would vary according to size, material, mode of construction and situation. Limited research on a reinforced concrete shelter, fully sunk, for a family of six, indicates an order of cost of £1,000 per head. That cost might be lower for a range of possible improvisations or for larger designs for public use. The question of shelter provision is being examined in my current review of home defence arrangements.
