§ Mr. WhitelawAs I explained in the reply I gave on 1 November 1979 to a question by the hon. Member, the plan is eventually to train all members of the governor and prison officer grades—except hospital officers—whoare medically fit in tactics in the use of minimum force to retain control of prison service establishments.—[Vol. 972, c. 589.] I have no plans to increase expenditure beyond that required to complete and maintain the programme of training and the provision of equipment.
