§ Mr. WhitelawClause 5 of the Broadcasting Bill, published on 6 February, proposes that the programme contractors for the IBA's existing television service should have the right, in consideration of payments made to the authority, to provide advertisements for inclusion in the programmes broadcast on the fourth channel in their respective areas.
