Mr. Marlow

asked the Secretary of State for Northern Ireland if he will list in the Official Report the powers which he has to prevent the publication and distribution of written or broadcast material which can be of assistance to proscribed terrorist organisations.

Mr. Humphrey Atkins

I have no power to prevent the publication or broadcasting of any material. The publication and distribution of certain categories of material is forbidden bylaw. Under section 22 of the Northern Ireland (Emergency Provisions) Act 1978, it is an offence to publish or communicate certain types of information which is likely to be useful to terrorists. It is for the courts to enforce the law.
