Member for Lincoln (Mr. Carlisle) of 27 October on EEC budget refunds, Official Report, c. 98, what proposals he intends to make for Community investment under the heading "transport and communications".
§ Mr. Kenneth ClarkeThe United Kingdom has invited the Community to participate in financing special programmes of investment in Scotland and Wales and Northern Ireland; in the assisted areas of the North-West, Northern, Yorkshire and Humberside and South-West regions of England; and in trunk roads outside those areas.
As my right hon. Friend the Financial Secretary to the Treasury announced in reply to my hon. Friend the Member for Knutsford (Mr. Bruce-Gardyne) yesterday, summaries of these programmes have been placed in the Library. Expenditure for which we are responsible which is included in those special programmes consists of capital investment by the Department of Transport in trunk roads and motorways in England and investment by British Rail in assisted regions of Great Britain.
