asked the Lord Privy Seal what is the total sum of public money that has been spent to date on the Zimbabwe manpower training programme; for what purposes that money has been spent; and what accounts have been, or are to be, presented to show how that money has been spent.

Since Zimbabwe became independent, the total of British aid funds spent on training of Zimbabweans is approximately £4,744,000. Of this sum, £4,349,000 has been spent on continuing awards under the pre-independence arrangements for training Zimbabweans in this country, within Zimbabwe itself and in third countries of the Commonwealth. In addition, £395,000 has been spent on new training approved since independence, including further courses for Zimbabwean students finishing intermediate courses under the pre-independence arrangements.

Each of the agencies which administer the various elements in this programme presents an annual audited statement of account, or in one case a certified statement of account, after the end of its respective financal year. In addition, some agencies present quarterly accounts.
