§ Mr. Alexander FletcherThree contracts have been placed with my approval since 1 July. They are at Livingston—271 houses—Glenrothes—174 houses—and Cumbernauld—245 houses. Since then I have asked all five corporations to observe a moratorium on new construction until the end of the current financial year because of my concern over the possibility that there might be a breach of the cash limit which embraces not only the new towns but also the district councils, the Housing Corporation and the Scottish Special Housing Association.
