asked the Secretary of State for Scotland if he will list the contracts for house building that have been placed by new town development corporations since 1 July 1980; and what advice he has offered this year to new town development corporations regarding the placing of such contracts.

Three contracts have been placed with my approval since 1 July. They are at Livingston—271 houses—Glenrothes—174 houses—and Cumbernauld—245 houses. Since then I have asked all five corporations to observe a moratorium on new construction until the end of the current financial year because of my concern over the possibility that there might be a breach of the cash limit which embraces not only the new towns but also the district councils, the Housing Corporation and the Scottish Special Housing Association.
