Mr. Cartwright

asked the Secretary of State for the Environment what consideration he is giving to the involvement of (a) voluntary organisations and (b) Manpower Services Commission projects in the development of the special insulation scheme for the elderly.

Voluntary organisations and other bodies who receive help from the Manpower Services Commission are already involved, in some areas, in assisting those eligible for grants under the homes insulation scheme, which pays. 90 per cent., up to a maximum of £90 of the cost of loft insulation for the elderly on low incomes.

Mr. Cartwright

asked the Secretary of State for the Environment what is his latest estimate of the take-up of the special insulation grants available for elderly people on low incomes.
