asked the Secretary of State for Social Services what consideration he has given to the extent to which the organisation of the 1981 national census could be contracted out to private enterprise.

The census organisation itself cannot be contracted out to private enterprise because the census information is required by law and its confidentiality is protected by law. The supply of most services for the census such as the printing of forms, provision of computing equipment, transport, and so on, is contracted out to private enterprise under standard procedures.
