asked the Secretary of State for the Environment if he will make a statement on the progress of the implementation of the right-to-buy provisions of the Housing Act 1980.

Since 3 October 1980 virtually every local authority in England and Wales has been implementing the right to buy. It is too early to measure progress, but the indications are that many thousands of tenants have applied to buy their homes.
