§ Mr. RifkindI am aware that certain local authorities are including in their off-street parking places orders surcharges to be paid where the conditions of parking specified in the order are not complied with. It would be for the courts to determine whether or not such surcharges are legal. My right hon. Friend has no power to intervene in this matter.
