§ Mr. Alexander FletcherIt is reasonable that schools should take steps now to put themselves in a position to admit pupils to assisted places at the beginning of the 1981–82 school year, but I have made it clear to all the schools concerned that any action taken at this stage with respect to the scheme, including the inviting of applications for places, remains subject to the approval by Parliament of the proposals as a whole.
