§ Mr. BlakerThe Government support the right of all peoples to self-determination. They deplore any infringement of national sovereignty. Like other Governments, they have accepted as a matter of fact that the territories of the Baltic States have been incorporated into the Soviet Union, but they have never considered the incorporation to be lawful. They have, therefore, always withheld full recognition of the incorporation of the territories.
