§ The Prime MinisterThe cost of the common agricultural policy must be contained, especially in view of the enlargement of the Community, in order to avoid the exhaustion of the Community's available revenues. Reform is above all essential if the problem of the United Kingdom's excessive net contribution to the Community's budget is to be solved as part of the budget restructuring to which the Community is committed.
