§ Mr. BlakerIt is a major British aim at the Madrid meeting to secure improved implementation of principle VII of the Helsinki Final Act on respect for human rights and fundamental freedoms. The United Kingdom delegation in Madrid has already made clear the strong feelings of the British people against the current campaign of repression in the USSR and the need for progress in this area if confidence in the CSCE process is to be maintained.
§ 21. Mr. Whiteheadasked the Lord Privy Seal if he will make a statement on the United Kingdom's participation in the Madrid review conference of the Conference on Security and Co-operation in Europe.
