asked the Secretary of State for Wales whether there are any circumstances in which the Army can go ahead with new road access schemes to military training grounds without first obtaining planning permission and announcing its proposals in a way that allows opponents time to present their objections.

Development by the Crown does not require planning permission but, unless the proposals involve national security, Government Departments consult local planning authorities in accordance with the procedures set out in Welsh Office circular 5/77, a copy of which is in the Library.
