asked Het Majesty's Government:

Whether they have welcomed the treaty agreed by 12 Mediterranean nations for the creation of marine reserves to save endangered animals and plants from extinction and whether they will propose to the United Nations Security Council that similar treaties should be initiated in other seas.

Her Majesty's Government have not seen the text of this agreement and cannot therefore comment on it. The agreement stems from work done under the UN Environment Programme's Regional Seas Programme. Work under this programme is proceeding in various parts of the world, and there is no need for any United Kingdom initiative at this stage.
