§ Mr. Alexander Fletcher[pursuant to his reply, 28 November 1980]: At the end of October an estimated 21,700 young people in Scotland were taking part in the youth opportunities programme and 1,450 in community industry. In addition, some 1,290 young people were receiving training under schemes organised by industrial training boards jointly with the Manpower Services Commission.
