asked the Secretary of State for Social Services if he will list those provisions of the Supplementary Benefit (Resources) Regulations, the Supplementary Benefit (Requirements) Regulations, the Supplementary Benefit (Aggregation) Regulations, the Supplementary Benefit (Deductions and Payments to Third Parties) Regulations and the Supplementary Benefit (Single Payments) Regulations which differ from the current policy of the Supplementary Benefits Commission or the de facto operation of its policy.

The main changes to be made in the supplementary benefits scheme from November 1980 were identified in the White Paper on "Reform of the Supplementary Benefits Scheme"—Cmnd. 7773—and in the debates in the House on the Social Security Acts and regulations. These changes apart, we have sought to translate the current policy of the SBC into regulations. However, there will inevitably be other changes of detail in moving from a scheme based largely on discretion to one in which all the rules are set out in regulations. The nature and extent of such changes will become clear only as case law develops through the interpretation of the regulations by the adjudicating authorities.
