Mr. J. Enoch Powell

asked the Secretary of State for Industry, in pursuance of the Secretary of State for Employment's reply, Official Report, 22 July, c. 257, what was, for the latest convenient period, the regional aid in per capita terms in the Northern region, Scotland, Wales and Northern Ireland, respectively; and in what region or regions of England that aid was higher than in the Northern region.

Total expenditure in the financial year 1979–80 on the main forms of regional preferential assistance to industry is estimated as follows:

Expenditure in the Northern region of England was greater, both in total and per capita terms, than corresponding expenditure in any other English region.

1. The figures for the Northern region, Scotland and Wales include expenditure on regional development grants, selective financial assistance under section 7 of the Industry Act 1972, and on land and factories. Regional selective assistance to firms in Scotland and Wales is administered by the Scottish Office and the Welsh Office respectively, and responsibility for the construction of factories there rests with the Scottish and Welsh Development Agencies. Expenditure under section 7 of the Industry Act 1972 excludes payments of £15 million to the Ford Motor Company and £1.1 million to B.E.I. Limited which cannot be broken down by region.

2. Northern Ireland has a separate system of regional incentives. The figure shown is not, therefore, directly comparable to the figures for the other three areas. The figure for Northern Ireland includes expenditure on standard capital grants, selective financial assistance—including expenditure on land and factories—and grants to local enterprise development units and the Northern Ireland Development Agency.

3. All figures are at outturn prices. They are gross and include payments under the relevant schemes to the nationalised industries.
