§ Mr. HurdWe agree generally with the resolution. We have made clear our belief that resolution 242 could, with advantage, be supplemented to take account of the political rights of the Palestinians. We are now working with our partners in the European Community to follow up the Venice declaration on the Middle East with a view to determining our future actions. The declaration expresses the Nine's readiness to participate in a system of concrete and binding border guarantees within the framework of a comprehensive settlement.
