Whether they will list the powers which the Secretary of State proposes to take over in the Local Government and Planning (No. 2) Bill.

My right honourable friend does not propose to take over any existing powers of local authorities or other bodies, either in the Local Government Planning and Land (No. 2) Bill or elsewhere. The Bill provides for the effective transfer of numerous powers from Ministers to local authorities by the repeal or relaxation of controls over them. It also provides a number of new powers to be exercised by the Secretary of State. All these powers are described in the Notes on Clauses which I have arranged to deposit in the Printed Paper Office.
