Mr. Hudson Davies

asked the Secretary of State for the Environment how many cases the local Commissioners for administration in England and in Wales have refused to investigate during the last year on the grounds that they have no authority to examine staffing matters; and whether he has plans to extend the authority of the commissioners to include staffing matters.

The annual report of the Commission for Local Administration in England indicated that during the year ended 31 March 1980, 22 cases were not accepted for investigation because they were concerned with personnel matters. The Commission for Local Administration in Wales reported that four such cases were not accepted for investigation
