§ Mr. David HowellNet self-sufficiency in oil depends not only on the rate of production but on the rate of consumption. Since the latter varies from year to year, there can be no single self-sufficiency rate. But, as I said in reply to a question by my hon. Friend the Member for Bristol, West (Mr. Waldegrave) on 23 July, I expect that from later this year, United Kingdom oil production will regularly reach a level equal to consumption. My earlier reply also stated the Government's policy regarding the future rate of United Kingdom oil production and I have nothing to add.
