asked the Lord Privy Seal to which public authorities and public undertakings in the United Kingdom the Community directive dated 25 June on the transparency of financial relations between member States and public undertakings refer.

Commission directive 80/723/EEC—published in theOfficial Journal on 29 July—concerns financial relations between public authorities—the State and regional or local authorities—and public undertakings over which public authorities, directly or indirectly, exert a dominant influence and which supply services that play a significant part in intra-Community trade. The directive contains specific exclusions for the water, energy, posts, telecommunications, transport and banking sectors. Public udertakings whose turnover excluding taxes has not reached a total of 40 million EUA over two years are also excluded from the scope of the directive.
