§ Mr. David HowellI have welcomed the report as a comprehensive and balanced review of energy conservation policies since 1973, and a stimulating contribution to the development of future policy. I have written to the present chairman of the council, Professor Sir 269W Hermann Bondi, with the Government's views on all the report's specific recommendations, most of which are in line with Government thinking. I hope these comments will prove a useful contribution for the work of the reconstituted advisory council. I have placed a copy of my letter in the Library of the House.
