§ Mr. John MooreThe first stage of the programme of work has been prepared and I intend to appoint W. S. Atkins and Partners to act as lead consultant for this stage. The work in the first stage will comprise a pre-feasibility examination of individual locations to identify a short list of locations giving the highest expectations of early and economic development, where there is also a high degree of interest by the local authority and the electricity supply industry. So far 18 local authorities—listed below—have expressed the wish to participate in the first stage of the programme. It will, however, be necessary to close this list shortly as the consultants will soon be commencing their detailed analysis of these areas.
