asked the Minister of Transport if he will make a further statement on his policy for development of new motorway service areas.

I announced in October my intention to create a new commercial climate in the operation of motorway service areas by removing Government restrictions and offering new long leases on existing service areas.

I also indicated in December 1979 that I am ready to consider the development of additional service areas at suitable intervals.

I have been considering how proposals for private development might proceed in the context of my new policy and the special statutory considerations which apply to motorways. I have today placed in the Library copies of a statement which explains the arrangements I have decided to apply in these cases. These are designed to ensure, in the interests of road safety and fair competition, that developers are subject to the same financial terms and covenants as apply to companies who successfully tender for the development of services on land which I own.
