Lord AVEBURY asked Her Majesty's Government:

Under what circumstances a person granted leave to remain in the United Kingdom for 12 months as a refugee would be given an extension of only 12 months compared with the normal three years, and whether an explanation of the decision would be given to the applicant and to his representatives.

An administrative arrangement was introduced on 1st January 1980 whereby an extension of leave to remain for three years is normally given to recognised Convention refugees upon completion of an initial 12 month stay. Circumstances in which an extension of 12 months might be given will depend on the individual case and cannot be specified. It will not be the practice to give reasons why an extension is of a particular length.
