HL Deb 23 April 1980 vol 408 cc877-8WA
Lord BROCKWAY

asked Her Majesty's Government:

Whether there is a regulation with the force of law entitling every prisoner to specified number of cubic feet of air space in his cell; and if so, what the number is, and how far this regulation is observed at the present time.

Lord BELSTEAD

Section 14(2) of the Prison Act 1952 and Rule 23 of the Prison Rules 1964 require each cell or room to be certified as suitable for the number of prisoners who may sleep or be confined there at one time, taking into account such factors as size, lighting, heating, ventilation, means for communicating with a prison officer and the time spent in the accommodation. The prison authorities comply with these requirements.

House adjourned at twenty-eight minutes before nine o'clock.
