§ Mr. Jim LesterOn 1 April 1979, the latest date for which information is available, all local education authorities employed specialist careers officers, either to work with handicapped young people, those from ethnic minorities, the academically gifted and other special cases or, under the scheme funded by my Department, to work with unemployed young people.
