asked the Secretary of State for Wales if he will make a statement about his recent discussions with Newport borough council regarding the loss of rateable value following steel closures.

I know of the council's concern about this matter, which was raised with me at a recent meeting. It is too early to assess what effects the proposed closures will have on the rateable value of the works in Newport. As I have previously told the House, my view is that public expenditure is best concentrated on the creation of infrastructure and new factories in the areas affected by steel closures.
