Mr. Arthur Lewisasked the Secretary of State for the Home Department if, in view of the many occasions when Sikhs have been stopped by the police for riding a motor cycle when wearing a turban but not a crash helmet, and with particular regard to the cases in Newham, he will issue a circular to chief constables drawing the attention of police forces to the provisions of the Motor-Cycle Crash-Helmets (Religious Exemption) Act 1976.
