asked the Minister of Transport if he will seek to make it a requirement for the use of heavy goods vehicles on a public highway that the vehicles should be fitted with flaps adjacent to wheels to prevent water spray reaching passing road vehicles.

Under the law as it stands vehicles have to be fitted with devices to catch, as far as practicable, spray thrown up by their wheels unless adequate protection is given by the body of the vehicle. Research is continuing to establish better ways of limiting spray from heavy goods vehicles, but a report published by the Department in 1979 ("Water Spray from Heavy Goods Vehicles: an Assessment of some Vehicle Modifications ") concluded that no really effective mechanical solution to the problem had yet been found.
