asked the Secretary of State for the Home Department what consideration he has given to the draft EEC directive on a right of residence for nationals of member States in the territory of another member State; when the United Kingdom intends to comply with the directive; and what changes would be required in the immigration rules under the Immigration Act 1971 for this to be done.

The objective underlying the draft directive is broadly in accord with our policy and practice but its formulation in a directive requires careful consideration. The draft is being considered by the European Parliament and there will thereafter be further consideration by the Commission and member States before any directive is made.
