asked the Chancellor of the Exchequer for how long there has been agreement in principle between Her Majesty's Customs and Excise and trade representatives on the means by which duty deferment facilities could be introduced for spirits and imported wines.

Mr. Peter Rees

In 1977 Customs and Excise held discussions on a "without prejudice" basis with representatives of the wine and spirit industry and resolved the practical problems which could arise if duty deferment were to be allowed.
