What is the current strength of the Special Constabulary compared with that on the date when the recommendations of the late working party were published and the date when the setting up of a new working party on recruiting was announced.

The number of special constables enrolled on 31st December 1976 was 21,416. On 31st December 1979 the number was 15,960. No later figure is available.
