asked the Secretary of State for the Environment whether the new system of local authority capital expenditure controls will inhibit the plans for the building of the national ice skating centre in Manchester; and if he will indicate what financial resources the Government intend to make available to the city of Manchester to enable it to proceed with this project.

A project such as the proposed national ice skating centre would raise problems of resources under the existing borrowing control system or under the proposed new system of capital expenditure controls. I cannot indicate at this stage what resources will be available for the project.
