§ Mr. FairgrieveThe estimated gross cost to the NHS in Scotland in 1979–80 and 1980–81 of the various Clegg awards 469W is £26 million and £89 million respectively. Apart from small sums required for bodies such as the Common Services Agency and State hospital the whole of these amounts have been allocated to health boards with the exception of £0.3 million which was withheld from the 1979–80 allocations to health boards as an incentive to eliminate inefficient working practices identified by the Clegg Commission.
