HC Deb 14 April 1980 vol 982 cc451-2W
Mr. Spriggs

asked the Secretary of State for Trade if he is satisfied that member States of the European Economic Community have sufficient means to ensure that the Commission adequately discharge its responsibilities for enforcing the provisions of the Treaty of Rome so far as they relate to fair trading.

Mrs. Sally Oppenheim

The Treaty of Rome places the prime responsibility for administering the Community's com- from the United States of America for each month since January 1979; and what was the percentage import penetration in each month.

Mr. Eyre

It is estimated that imports of tufted man-made fibre carpets, carpeting and carpet type rugs from the United States of America since January 1979 were as follows:

Thousand square metre
1979 1980
January 253 739
February 185 517
March 445
April 172
May 397
June 347
July 456
August 408
September 325
October 474
November 712
December 523

The pattern of overseas trade recorded in the first eight months of 1979 was distorted by the effects of industrial action, and the figures for individual months in that period must therefore be interpreted with caution.

It is estimated that the percentage of United Kingdom home demand of carpets, carpeting and carpet type rugs accounted for by imports in total and from the United States of America was as follows:

petition rules on the Commission; but those dissatisfied with decisions of the Commission under articles 85 and 86 of the Treaty—which deal with restrictive trading agreements and abuse of a dominant position—may seek redress from the European Court of Justice. In addition, the Commission consults the competent authorities in member States before reaching decisions under the provisions of these articles.
