§ Mr. Kilfedderasked the Secretary of State for Northern Ireland whether he has any proposals for ensuring that the chief officers of the district councils, health and education boards are fully accountable for the disbursement of the public funds that are made to their respective organisations as a consequence of parliamentary approval of the responsible Departments' appropriations-in-aid.
