Mr. Deakins

asked the Lord Privy Seal what guidelines have been agreed for the European Economic Community on the preparatory work in the United Nations Committee of the Whole for global negotiations on North-South issues.

Mr. Hurd

On 16 March the Foreign Affairs Council underlined the importance of the political commitment of the Community and its member States to the North-South dialogue and their determination to play an active and constructive part in the preparatory phase of the global negotiations, and—on the basis of the conclusions agreed upon in that phase—in the actual negotiations. It considered that the aim of the negotiations was to contribute to the restoration of a healthier world economy and that they should focus on major problems of importance to the whole international community.
