Mr. Marlow

asked the Secretary of State for the Environment in what circumstances he would be prepared to lay a rate support grant increase order before Parliament in 1980–81.

I expect to lay increase orders next November to take account of changes in pay and prices, subject to the cash limits announced in the statement on the rate support grant settlement for 1980–81 which my right hon.
