§ Mr. SpeedThe terminal grant has been an integral part of pensions benefit for the Armed Forces since 1950. The expenditure and other implications for both the Armed Forces pension scheme, and elsewhere in the public service, make it impracticable to pay terminal grants retrospectively to Service men who retired before then.
