asked the Secretary of State for the Environment (1) further to his statement on rate support grant, by how much as a result of his increased grant to the shire counties he anticipates that Warwickshire will be better off, compared with the rate support grant settlement for 1978–79;

(2) further to his statement on rate support grant, by how much as a result of his increased grant to shire counties he anticipates that they will be better off compared with the rate support settlement for 1978–79.

We intend to develop, in consultation with the local authority associations, new methods of assessing expenditure requirements to coincide with the introduction of the new block grant system in 1981–82. At this stage I cannot say what form such methods may take.

asked the Secretary of State for the Environment what effect the decision outlined in his written answer on Friday 16 November relating to the rate support grant settlement will have on local authority housing revenue accounts and council rents in general.
