§ Mr. Alexander FletcherSuccessive Governments have taken the view that, in general, service industries, unlike manufacturing industry, are set up in a particular area in response to local demand, and assistance has therefore been concentrated on attracting manufacturing industry. Where, exceptionally, service industries are mobile and serving a national market they can qualify for incentives on broadly the same basis as for manufacturing industry.
