asked the Secretary of State for Scotland what are the reasons for not allowing the same level of grants and incentives to non-manufacturing firms as those enjoyed by manufacturing firms wishing to set up in Glasgow's east end.

Successive Governments have taken the view that, in general, service industries, unlike manufacturing industry, are set up in a particular area in response to local demand, and assistance has therefore been concentrated on attracting manufacturing industry. Where, exceptionally, service industries are mobile and serving a national market they can qualify for incentives on broadly the same basis as for manufacturing industry.
