HL Deb 27 November 1979 vol 403 c385WA
Lord KENNET

asked Her Majesty's Government:

What savings of energy were expected from the establishment of Energy Conservation Centres and how these savings compare, and over what time-scale, with the immediate savings involved in closing down or not opening these centres, and what—including the costs of not opening the centres—these latter savings are expected to be.

The Earl of GOWRIE

It had been intended that these two pilot centres at London and Liverpool should run for a trial period of six months during which time their viability as an energy saving activity would have been fully evaluated by thorough market research among consumers. It is not possible to estimate what, if any, energy savings might have been achieved during this experimental period.
