§ Mr. WhitelawAfter consulting the political parties and the local authority associations concerned, I have decided that in order to allow candidates and others a reasonable period to prepare for the elections of district councillors to be held in May 1980 no electoral arrangements orders to come into effect at those elections shall be made after 15 December 1979.
