asked the Secretary of State for Trade if he will make a statement on flying rights between the United Kingdom and Hong Kong and between Hong Kong and the People's Republic of China.

Between London and Hong Kong, the licensing of scheduled services is a matter for the Civil Aviation Authority, subject to appeal to my right hon. Friend, and for the Hong Kong Air Transport Licensing Authority; of nonscheduled services for the Civil Aviation Authority and the Hong Kong Director of Civil Aviation.

Between Hong Kong and the People's Republic of China, rights to run services are the joint concern of Her Majesty's Government and the Government of the People's Republic of China; although in our case the right to authorise non-scheduled services is exercised by the Hong Kong Director of Civil Aviation.
